State-funded rehabilitation

• A child with a registered disability, under 18.
• An individual rehabilitation programme (IRP) issued by the medical advisory board.

If you do not have an IRP yet, call us and we will explain where to start.

The yearly limit per child depends on the registered degree of functional limitation: 16,000 UAH (degrees I–II) or 25,000 UAH (degree III). We build a service package within that limit.

   Prepare the documents

   A parent's passport; the child's passport or birth certificate; the individual rehabilitation programme; an extract from the outpatient (inpatient) medical record; tax numbers of the child and one parent.

   Apply to the social protection office

   Go to the social protection office at the child's place of registration or actual residence and submit an application for referral to a rehabilitation provider with copies of the documents. The same office tells you when funding arrives.

   Choose the provider and agree a date

   Pick a provider from the official list and call us to agree the start date of the course according to the child's diagnosis and needs. The office sends us a request and signs the agreement.

4. 04

   Come for the course

   On the agreed day we sign the agreements and give you a copy; after the course you receive a certificate of the services provided.

   Carry it home

   Parents learn to carry skills into everyday life, and we set long-term goals and re-test to see progress.

One package is chosen for the course depending on the child's age and needs. Every package includes a consultation with the multidisciplinary team doctor and a psychologist's consultation for a full assessment, support during the course and a final report with recommendations.

Within one package you can choose one or several types of sessions, and swap a session for another of the same length.

The doctor chooses the package at the first consultation from the child's age and needs; you do not have to pick one yourself. In the code, the first number is the yearly limit in thousands of hryvnias and the rest are session lengths in minutes: “25/40/20” means 40- and 20-minute sessions within 25,000 UAH.

A note from the family doctor or paediatrician confirming there are no contraindications to rehabilitation and no infectious contacts. Also the results of important tests (MRI, EEG etc.) and specialist reports, if available.

Parents often confuse several state mechanisms. Here is what is what.

• Decree 31 — assistive devices

  A separate programme for assistive devices (wheelchairs, standers, orthoses). We select and fit devices at the centre.

  To be confirmed: whether the clinic processes devices under this programme.

• NHSU — Medical Guarantees Programme

  Free medical rehabilitation in facilities contracted with the National Health Service. A different mechanism from Decree 309.

  To be confirmed: whether the centre holds an NHSU contract.

• Regional programme 'Turbota'

  A Kyiv region support programme for children with disabilities.

  To be confirmed: participation terms.

• Can rehabilitation be free under Decree 309?

  Yes. We are a rehabilitation provider under Cabinet Decree 309: the state pays for a course for a child with a registered disability up to age 18, within a yearly limit. The paperwork goes through the social protection office at your place of residence. Bobath therapy, sensory integration, hand therapy and accommodation are not covered and can be paid for separately.

• How much does the state cover?

  A parent's or legal guardian's passport; the child's birth certificate or passport; the individual rehabilitation programme (IRP) issued by the medical advisory board; an extract from the medical record on the Ministry of Health form; tax numbers of the child and one parent. You submit an application with copies of these to the social protection office, and we agree the start date of the course.

• My child has no registered disability. Can we still come?

  Yes. Decree 309 applies only to children with a registered disability, but every service is available privately at the listed prices. Families where a parent serves in the Armed Forces of Ukraine receive a 5% discount.
